- Peacekeeping and Humanitarian Efforts: International organizations like the United Nations play a key role in controlling war by sending peacekeeping forces and mediating negotiations. The U.N. has deployed peacekeepers to conflict zones like the Democratic Republic of Congo to protect civilians and stabilize regions.
- Challenges in Enforcement: Despite the existence of these laws, enforcement remains a significant challenge. Non-state actors, such as terrorist organizations, often ignore international norms, as seen in the tactics used by groups like ISIS, which include targeting civilians and using chemical weapons.
