Many states hesitate to relinquish control over their environmental policies, even in the face of pressing global challenges. The Kyoto Protocol and the Paris Agreement highlight this tension, where states negotiate commitments while trying to preserve their national interests.
- Discounting and Short-Termism: Political leaders and policymakers often favor short-term economic gains over long-term environmental benefits, a phenomenon known as discounting. The immediate costs of environmental action are weighed against future benefits, creating reluctance to enact policies that may not yield tangible results within electoral cycles.
- Asymmetric Power: Environmental issues reveal asymmetries, as smaller countries are highly susceptible to climate impacts but wield little power to drive global change. Often excluded from major decision-making, these nations must endure policies decided by larger powers without equal input. This imbalance leaves vulnerable countries affected first, yet least able to influence solutions.
- The Need for a Global Environmental Organization: Some scholars advocate for a centralized global environmental organization to enforce and monitor environmental agreements. Although the UNEP plays a role, it lacks the authority and resources to mandate compliance effectively. Proposals for a global environmental body suggest a more unified approach to address large-scale issues like climate change, biodiversity loss, and pollution.
