Simulate a presidential decision-making process to understand the complexities of executive institutions, including the roles of advisors, federal agencies, and external pressures as well as understanding how different segments of our population are affected.
This activity will help you analyze how presidents balance competing interests, make policy decisions, and navigate the challenges of governance while doing all that they can to protect the vulnerable.

Scenario
A major hurricane has struck the Gulf Coast, causing widespread damage and displacing thousands of people. The President must decide how to allocate federal resources, coordinate with state and local governments, and address public concerns.
Roles
You will be assigned a specific role:
- President: Decides how to allocate resources and communicate with the public.
- National Security Advisor: Briefs the president on the issues.
- FEMA Director: Recommends disaster response strategies.
- Governor of Louisiana: Advocates for state needs and resources.
- Press Secretary: Manages media relations and public messaging.
- Congressional Leaders: Debate funding for disaster relief.
- Public Opinion: Express concerns about government response and preparedness; the public may form interest groups.
- White House Press Corps: Questions the president on policy decisions.
Research and Preparation
Research your role and prepare arguments or recommendations.
Simulation
- Advisory Meeting: The president convenes a meeting with FEMA and advisors to discuss options. Each presents their recommendations, and you debate the pros and cons of each option.
- External Input: Congressional leaders, interest groups, and public opinion representatives present their perspectives.
--Decision-Making: The president weighs the advice and makes a final decision.
Press Conference
- The Press Secretary announces the decision and answers questions from the White House Press Corps.
Debrief and Reflection
- Discuss the decision-making process, the challenges faced, and the outcome.
