This system is legally grounded in the U.S. Constitution and a tiered legislative framework (for details, please see section 5.2 on police powers), with a network of dedicated agencies at every level serving as the nation's organizational foundation (Michaud, Kates, Oum, & Rouw, 2025).
Public health agencies are part of the government, and in the United States, the government has three branches (Executive, Legislative, and Judicial). Therefore, all three influence public health.
In this section, we will cover how the branches of government promote public health.
