    Child Find is a legal requirement under IDEA that mandates states to identify, locate, and evaluate all children with disabilities who may be in need of special education services. In early childhood, this includes children aged birth through five. Child Find procedures often begin with public awareness campaigns, followed by referrals from parents, childcare providers, or pediatricians. Community screenings where members of a community can bring their young child to be screened using a developmental screening tool, are provided by local school districts or community agencies in collaboration with school district professionals.

    Once a developmental screening is completed, the results are used by the multidisciplinary team (including the parents/caregivers of the child) to determine whether or not a comprehensive evaluation to determine eligibility for special education services and support is necessary. Timely implementation of Child Find ensures that children receive special education services and support at the earliest opportunity, reducing the potential for long-term educational challenges (U.S. Department of Education, 2017). 

    According to DEC (2021), screening is closely linked to Child Find procedures. Universal screening helps determine if children are performing at benchmark levels, differing from developmental screening which determines if development is typical. Universal screening identifies children needing additional instruction before significant delays occur, while developmental screening serves as part of Child Find obligations and helps teams decide whether a child needs further evaluation for special education services.
