    Competing Explanations

    Why does inequality persist in an interconnected world? A central question of Global Studies is: Why is the world so unequal? Scholars generally align with one of two major theories to explain why some nations are wealthy while others remain in poverty:

    Modernization Theory (The Western Blueprint): W.W. Rostow (1960) proposed that all societies must pass through five stages of development, culminating in High Mass Consumption. This view suggests that underdevelopment is simply a temporary state caused by a lack of technology and capital. The solution, according to this theory, is for the Global South to mimic the history of the Global North. Modernization theory offers one answer. Rostow (1960) proposed that societies progress through stages of development, ultimately reaching high levels of consumption. From this perspective, underdevelopment is temporary.

    Dependency Theory (The Structural Critique): Developed largely by Latin American scholars like Raul Prebisch, this theory argues that the Global South is not "behind," but is actively kept in a state of poverty. In this model, the "Core" (wealthy nations) extracts raw materials and cheap labor from the "Periphery" (poor nations). The global economy is not a ladder to be climbed; it is a rigged game where the wealth of the North depends on the poverty of the South. Dependency theory offers a different view. It argues that global systems are structured in ways that maintain inequality. Wealthy nations benefit from the extraction of resources and labor from poorer regions, creating a system that reproduces disparities.

    A theory is useful when it clarifies a mechanism, not when it becomes a label for an entire country. Modernization theory highlights institutional and technological change but can imply a single path modeled on wealthy states. Dependency theory reveals unequal exchange and historical extraction but can understate domestic politics and variation. Use both as hypotheses to test against evidence. These competing theories highlight the role of power, which dictates how resources, laws, and international organizations are managed. These perspectives highlight a fundamental tension: is globalization a pathway to shared prosperity, or a system that entrenches inequality?

    Power and the Architecture of Global Governance. 

    At the center of these debates lies the question of power.

    These competing theories highlight the role of power, which dictates how resources, laws, and international organizations are managed.  Global issues cannot be separated from the exercise of power. Who decides the rules of global trade? Why do some countries dominate international institutions while others struggle for a seat at the table?  Institutions such as the World Bank, IMF, and WTO shape global economic policies. While they aim to promote stability, critics argue that their policies often reflect the interests of more powerful nations. 

    The World Bank & IMF: These organizations were created post-WWII to stabilize the global economy. However, critics like Joseph Stiglitz (2002) argue that their "Structural Adjustment Programs" often force poor countries to cut social spending (like healthcare and education) to pay back debts to wealthy creditors and have sometimes imposed significant social costs on developing countries.

    The WTO (World Trade Organization): While intended to promote "free trade," many argue the WTO favors heavily subsidized industries in wealthy nations while preventing developing nations from protecting their own nascent industries.

    Informal Power: Beyond official governments, informal structures like the global drug trade, human trafficking networks, and "Shadow Banking" shape international realities in ways that official statistics often ignore.

    This concentration of power at the top often creates a "Democratic Deficit," where the people most affected by global policies have the least say in making them. Power also operates informally through corporations, financial systems, and networks that extend beyond state control. Exmples of powerful private entities sometimes called technopolies are Amazon, Netflix, Microsoft.  Understanding global issues requires recognizing how power is distributed and how it is contested at all levels, public and private and that globalization is not distant. It is immediate.

    The Local is Global 

    Global issues often hit home in deeply local ways, a concept known as Glocalization. Climate change may feel like an abstract scientific concept until a "once-in-a-century" flood hits your local neighborhood. A war in Eastern Europe might suddenly matter when gas prices at your local station double or when a local tech company undergoes layoffs due to "supply chain disruptions." Sociologist Arjun Appadurai (1996) reminds us that globalization is not just about economics, it's about "Scapes." He identifies several flows that reshape our local identities:

    • Ethnoscapes: The movement of people (tourists, refugees, guest workers).
    • Technoscapes: The high-speed movement of technology across boundaries.
    • Finanscapes: The dizzying speed of global capital and stock markets.
    • Mediascapes: The distribution of electronic capabilities to produce and spread information.
    • Ideoscapes: The flow of political images and ideologies (like democracy or human rights).

    Because our local actions like what we eat, who we vote for, and what we post, feed into these global "scapes," the stakes of understanding these issues have never been higher. Appadurai’s (1996) concept of “scapes” helps illustrate how global flows shape local realities. People, technology, capital, media, and ideas move across borders, reshaping identities and experiences.

    A global supply chain disruption can affect local employment. A distant conflict can influence migration patterns in your city. A viral video can alter cultural norms worldwide.  The global is not separate from the local. It is embedded within it. Living in an interconnected world also raises ethical questions. Do we have responsibilities to people we will never meet? Peter Singer (1972, 2002) argues that we do. His work suggests that distance should not diminish moral obligation.  Michael Walzer (1983), by contrast, emphasizes the importance of community and shared context in shaping moral responsibility. Iris Marion Young (2006) offers a framework that connects individual actions to structural outcomes. She argues that we are responsible not because we directly cause harm, but because we participate in systems that produce it. This perspective challenges us to rethink responsibility in a global context.
