The so-called Democratic Peace Theory remains one of the most debated claims in international relations.
Its proponents—Michael Doyle (1983) and Bruce Russett (1993)—argue that democracies rarely wage war on each other because:

Shared norms of compromise make violence illegitimate;

Institutional checks (parliaments, media, elections) raise the political cost of aggression.
Empirical studies show strong correlations between mutual democracy and low interstate conflict (Oneal & Ray, 1997).
However, correlation is not causation.
Critics such as John Mearsheimer (2001) and Edward Mansfield & Jack Snyder (2005) warn that new democracies, with weak institutions, are prone to nationalist wars.
Moreover, established democracies have initiated numerous interventions—from Vietnam to Iraq—undermining the “peaceful” narrative.
Democratic Peace Within States
Beyond wars, democracy also reduces internal conflict by providing channels for grievance expression.
Power-sharing arrangements in Northern Ireland’s Good Friday Agreement (1998) or Colombia’s peace accord with the FARC (2016) illustrate how inclusive institutions transform violence into negotiation (Paris, 2004).
Still, when inequality persists, elections can ignite rather than ease tensions—as seen in Kenya (2007) or Myanmar (2021).
