A. Chile – From Dictatorship to Deliberation
Chile’s 1973 military coup replaced democracy with General Pinochet’s authoritarian neoliberalism.
After transition in 1990, Chile enjoyed growth but deep inequality.
In 2019, mass protests over transit fares exploded into demands for a new constitution.
A citizen-elected convention—half women, with Indigenous representation—drafted the world’s first “eco-feminist” constitution (Somma et al., 2021).
Although rejected in a 2022 referendum, the process showcased deliberative democracy’s potential and limits.
B. Myanmar – The Fragility of Electoral Gains
Myanmar’s brief democratic opening (2010–2020) ended with the 2021 military coup.
The junta’s violence against protesters and ethnic minorities demonstrates how military institutions can override electoral legitimacy (Cheesman, 2022).
Civil-disobedience networks now operate online, illustrating the resilience of democratic aspirations even under repression.
C. Kenya – Justice After Violence
Kenya’s disputed 2007 election sparked ethnic violence killing over 1 000 people.
A power-sharing deal and a new constitution in 2010 introduced judicial reforms and devolution.
The International Criminal Court’s subsequent indictments of political leaders tested global justice—yet the cases collapsed amid witness intimidation (Mueller, 2014).
The episode shows both the promise and perils of external intervention.
D. European Union – Populism and the Rule of Law
The EU once symbolized post-war peace through integration, but nationalist populism now threatens its liberal core.
Hungary and Poland face sanctions for undermining courts; Italy’s and France’s far-right parties gain ground through social-media mobilization (Pirro & Taggart, 2022).
Simultaneously, citizen assemblies on climate policy in Ireland and France illustrate innovative participatory governance (Setälä & Christensen, 2021).
E. Tunisia – From Arab Spring to Authoritarian Return
Tunisia’s 2011 revolution inspired optimism, yet President Saied’s 2021 power grab dissolved parliament and concentrated rule.
Civil-society organizations like the UGTT union still push for dialogue, but democratic backsliding reveals how fragile post-revolution institutions remain (Yerkes, 2022).
