    If food systems reveal how the world is connected, hunger reveals how it is divided.

    In an era defined by unprecedented agricultural productivity, the persistence of hunger stands as one of the most profound contradictions of the global age. The world today produces enough food to feed its entire population, yet hundreds of millions of people remain food insecure. At the same time, rising rates of obesity and diet-related disease signal a parallel crisis of overconsumption and poor nutrition. This coexistence of scarcity and excess is not accidental. It reflects the underlying structures of inequality that shape global food systems.

    To understand hunger, then, is not simply to study food. It is to study power.

    Rethinking Food Security: Access, Entitlement, and Power

    The dominant framework for addressing hunger has long been the concept of food security. Defined by the Food and Agriculture Organization as a condition in which all people have access to sufficient, safe, and nutritious food at all times, food security rests on four pillars: availability, access, utilization, and stability (FAO, 2015).

    At a surface level, this framework appears comprehensive. It acknowledges that food must not only exist but also be accessible, usable, and stable over time. However, from a critical development perspective, the concept of food security can obscure the deeper political and economic structures that determine who actually eats.

    The most influential critique of supply-focused approaches comes from economist Amartya Sen. In his analysis of famine, Sen demonstrated that hunger often occurs not because food is unavailable, but because people lack the means to access it. His entitlement theory argues that individuals’ ability to obtain food depends on their economic and social entitlements, including income, land ownership, and access to markets (Sen, 1981).

    The Bengal famine of 1943 illustrates this dynamic. Food was present within the region, yet millions died because rising prices and declining wages made it inaccessible to the poorest populations. Hunger, in this sense, was not a failure of production but a failure of distribution and access.

    This insight reframes hunger as a political problem rather than a purely technical one.

    The Political Economy of Hunger

    To understand why hunger persists, it is necessary to examine the global food system through a political economy lens. Food production and distribution are embedded within economic systems that prioritize profit, efficiency, and market integration.

    In many regions, agricultural systems are oriented toward export rather than local consumption. Crops such as coffee, cocoa, and soy generate revenue in global markets but do not necessarily contribute to local food security. This reflects patterns identified in dependency theory, where economies in the Global South are structured to serve external demand while remaining vulnerable to global price fluctuations.

    Land is central to this dynamic. Despite producing a large share of the world’s food, smallholder farmers often lack secure land tenure. Large-scale land acquisitions, frequently described as land grabbing, transfer control from local communities to corporations or foreign investors. These processes displace farmers, disrupt local food systems, and concentrate resources in the hands of powerful actors.

    From a structural inequality perspective, hunger is not an anomaly. It is an outcome of systems that distribute resources unevenly.

    Gendered Inequality and the Hidden Labor of Food Systems

    Hunger is also deeply gendered.

    Women play a central role in global food production, particularly in low-income countries, where they are responsible for a significant share of agricultural labor. Yet they face systemic barriers to land ownership, credit, education, and agricultural inputs (FAO, 2022).

    From a feminist political economy perspective, this reflects the intersection of economic structures and social norms. Women’s labor is essential but often undervalued and invisible. In addition to farming, women are typically responsible for food preparation, childcare, and household nutrition, creating a double burden of productive and reproductive labor.

    The consequences extend across generations. Maternal undernutrition contributes to low birth weight, impaired cognitive development, and increased vulnerability to disease among children (Black et al., 2013). Hunger, therefore, is not only an individual condition. It is a structural and intergenerational issue.

    Addressing hunger requires addressing gender inequality.

    The Double Burden of Malnutrition

    One of the defining features of contemporary food systems is the coexistence of undernutrition and overnutrition, often within the same communities, households, or even individuals. This phenomenon, known as the double burden of malnutrition, reflects the uneven impacts of economic development and globalization.

    Undernutrition persists in the form of stunting, wasting, and micronutrient deficiencies. At the same time, rising consumption of ultra-processed foods contributes to obesity and non-communicable diseases such as diabetes and cardiovascular illness (WHO, 2023).

    The concept of the nutrition transition helps explain this shift. As countries urbanize and incomes rise, dietary patterns change. Traditional diets rich in grains, legumes, and fresh produce are increasingly replaced by processed foods high in sugar, fat, and salt (Popkin et al., 2020).

    However, these changes are not simply the result of individual preferences. They are shaped by global supply chains, pricing structures, and corporate marketing strategies. Processed foods are often cheaper, more accessible, and more heavily advertised than nutritious alternatives.

    From a global health perspective, malnutrition is not a single condition but a spectrum shaped by structural forces.

    Inequality Across Contexts: Scarcity and Excess

    The manifestations of nutritional inequality vary across contexts, but they share common roots.

    In low-income countries, food insecurity is often linked to poverty, conflict, and environmental vulnerability. Climate change exacerbates these challenges by disrupting agricultural production and increasing the frequency of extreme weather events.

    In high-income countries, inequality takes a different form. Here, obesity and diet-related diseases are disproportionately concentrated among lower-income populations. Cheap, calorie-dense foods dominate the diets of those with limited resources, while healthier options remain expensive or inaccessible.

    The concepts of food deserts and food swamps capture these dynamics. Food deserts refer to areas with limited access to fresh, nutritious food, while food swamps describe environments saturated with unhealthy food options (Walker et al., 2010).

    From a spatial justice perspective, access to healthy food is shaped by geography, infrastructure, and economic inequality. Where one lives influences what one eats.

    Case Studies: Policy, Progress, and Fragility

    National policy responses illustrate both the potential and limitations of addressing hunger.

    Brazil’s Zero Hunger program represents one of the most successful examples of a rights-based approach to food policy. By combining cash transfers, school feeding programs, and support for smallholder farmers, the program significantly reduced child malnutrition and poverty (FAO, 2014). Central to its success was the recognition of food as a right rather than a commodity.

    However, subsequent political and economic changes weakened these gains, highlighting the fragility of progress in the absence of sustained institutional support.

    Bangladesh offers a different perspective. The country has made significant progress in reducing poverty and improving food access, yet it now faces rising rates of obesity alongside persistent undernutrition (Rahman et al., 2022). This reflects the complexities of development, where economic growth does not automatically lead to equitable nutritional outcomes.

    Both cases illustrate a key lesson. Addressing hunger requires not only policy innovation but also long-term structural commitment.

    Health Consequences and the Nutrition Crisis

    The health implications of contemporary food systems are profound. Diet-related non-communicable diseases now account for the majority of global deaths, reflecting the widespread consumption of unhealthy diets (WHO, 2023).

    From a social determinants of health perspective, nutrition is shaped by factors such as income, education, and environment. Health outcomes cannot be understood in isolation from the systems that produce and distribute food.

    Micronutrient deficiencies represent another dimension of this crisis. Deficiencies in essential vitamins and minerals impair cognitive development and immune function, particularly among children. While technological solutions such as biofortification offer potential benefits, they do not address the underlying inequalities that limit access to diverse and nutritious diets (Stone & Glover, 2017).

    The global nutrition crisis is therefore both biological and structural.

    Global Governance and the Limits of Intervention

    Efforts to address hunger involve a complex network of international organizations, governments, and non-governmental actors. Institutions such as the World Food Programme, the World Bank, and various NGOs play critical roles in providing food aid, supporting agricultural development, and addressing emergencies.

    From a global governance perspective, these interventions are shaped by power dynamics and competing priorities. Humanitarian food aid, while essential in crises, can create dependency and disrupt local markets (Lentz et al., 2005). Structural adjustment policies have historically prioritized market liberalization at the expense of local food systems.

    More recent approaches emphasize resilience, sustainability, and local ownership. However, achieving these goals requires navigating tensions between global coordination and local autonomy.

    Cultural Change, Urbanization, and Consumption

    Urbanization and globalization are transforming food systems at an unprecedented pace. As more people move into cities, food consumption becomes increasingly mediated through markets rather than direct production.

    From a cultural political economy perspective, consumption patterns are shaped by advertising, media, and social norms. Food becomes a symbol of identity, aspiration, and status. Processed foods are marketed as modern and convenient, while traditional diets are often devalued.

    At the same time, wellness culture in wealthier contexts commodifies health, turning nutrition into a lifestyle product accessible primarily to those with resources.

    This creates a paradox. While some consumers pursue organic, sustainable, or ethically sourced foods, others are constrained by economic conditions that limit their choices.

    Crisis and Resilience: Lessons from COVID-19

    The COVID-19 pandemic exposed the fragility of global food systems. Disruptions to supply chains, labor shortages, and economic instability increased food insecurity in many regions.

    At the same time, the pandemic revealed alternative forms of resilience. Community-based initiatives such as food banks, mutual aid networks, and urban agriculture projects emerged to address local needs.

    From a resilience theory perspective, diversity and decentralization enhance the capacity of systems to adapt to shocks. Highly centralized systems optimized for efficiency may lack flexibility, while localized networks provide adaptability and support.

    These lessons highlight the importance of building food systems that are not only efficient but also resilient and equitable.

    Conclusion: Hunger as a Question of Justice

    Hunger is often framed as a technical problem that can be solved through increased production or improved efficiency. However, as this section demonstrates, hunger is fundamentally a question of justice.

    It reflects who has access to resources, who makes decisions, and whose needs are prioritized within global systems. It reveals the structural inequalities embedded within food systems and the broader political and economic arrangements that sustain them.

    Addressing hunger requires more than technological solutions. It requires structural transformation.

    And it is from this foundation that the next section emerges, where the focus shifts to global health, ethics, and the politics of the plate.
